Judiciary Unveils Transformational Plan

Kampala. The Judiciary is reviewing its previous strategies of\r\nimproving service delivery to develop a better and more workable plan that will\r\nguide the institution’s transformation agenda for the next five years.
\r\nAccording to the current findings, though the\r\njudiciary has made some strides, it still has to do more with improving salary\r\nand welfare, infrastructures and streamlining the legal framework and policies\r\nto make the judiciary an independent arm of government instead of a mere\r\ndepartment in the Ministry of Justice.

The Chief\r\nRegistrar His Worship Paul Gadenya, speaking at a consultative meeting on the\r\nJudiciary Transformation plan, said there was need to incorporate global trends and\r\ncollaboration in the administration of justice instead of the adversarial\r\njustice, which is notorious for case backlog.
\r\n\r\n
He said as such the\r\nTransformational Plan must position the Judiciary as an effective actor and\r\nplayer in enabling the growth of all Ugandans, especially the private sector.

The\r\nJudiciary’s accounting Officer Mrs. Dorcas Okalany emphasized the need for\r\nJudiciary to be aligned to the Government priorities to stay relevant to the\r\npeople of Uganda and to secure the much needed leverage and resources.

She said,\r\nthe plan aims at transforming the Judiciary by addressing the key challenges of\r\nthe Judiciary which include among others: inability to provide justice in an\r\nefficient and effective manner, limited accessibility of Justice in terms of\r\ncourts, distance and technicalities and slow disposal leading to case backlog. Mrs. Okalany\r\nsaid such bottlenecks are seen as an impediment to development.

A set of\r\nlegal experts, led by the retired Judicial Service Commission chairperson\r\nJustice James Ogoola are now seeking to transform the Judiciary. The experts\r\nconsulting under the International Law Institute now say the transformational\r\nplan is being guided by four pillars; Legal and Regulatory Framework\r\nStrengthened, Access to Justice Enhanced, Transformative Leadership and Human\r\nResource Enhanced and Accountability and Human Rights Improved.
